Building Performance Standards Assessment and Compliance
Partner Energy identifies properties subject to Building Performance Standards and provides sustainability services to meet those standards.
More cities are adopting Building Performance Standards (BPS) in the US by setting specific energy or emissions targets in order to reduce the environmental impact of buildings. These standards encourage property owners to improve the energy performance of their commercial and multifamily buildings over time, requiring them to meet energy efficiency and greenhouse gas emissions reduction goals.
BPS include target deadlines and penalties if property owners fail to meet them. For example, New York City’s Local Law 97 includes carbon emission caps on buildings larger than 25,000 square feet and imposes a fine of $268 per ton of CO2 over the limit. Buildings were required to meet new GHG emissions limits in 2024, with even stricter limits coming into effect in 2030. For properties that do not comply, it is not a simple matter of paying hefty fines, since noncompliance leads to the possibility of lower asset valuations in the future.
Since BPS regulations are implemented at the local level, each with its own targets and deadlines, it can be difficult for clients with large portfolios to track which of their properties are subject to standards and see the overall impact of BPS on their entire portfolio.
Energy Compliance Screening
Partner Energy provides Energy Compliance Screening to help clients identify which properties in their portfolios are subject to an energy compliance related law such as energy and/or water benchmarking, energy and water audits, building tune-ups, retro-commissioning, and Building Performance Standards related to energy use or greenhouse gas emissions.
For properties in areas where Building Performance Standards apply, Partner Energy can determine if or when the property is projected to incur penalties and will estimate the annual and total cost of these penalties with our BPS Compliance and Penalties Assessment.
Building Performance Standards Compliance and Penalties Assessment
