West Hollywood, California’s Equitable Building Performance Standards (EBPS) require large existing buildings to benchmark energy use and improve building performance over time.

Which Buildings Are Covered under West Hollywood EBPS

EBPS applies to existing buildings 20,000 square feet and larger.

All covered buildings (20,000+ square feet) must:

  • Complete annual energy benchmarking and reporting.
  • Track whole-building energy use through ENERGY STAR® Portfolio Manager.
  • Submit benchmarking data to the City each year.

Most covered buildings must also:

  • Meet building performance targets starting in 2028.
  • Continue improving performance through interim and final compliance milestones.

Residential condominium buildings:

  • Generally required to benchmark annually but may be exempt from building performance target requirements.

West Hollywood EBPS Compliance Deadlines

Annual Benchmarking

All covered buildings must submit annual benchmarking reports.

  • September 15, 2026: First benchmarking deadline (reporting Calendar Year 2025 energy use)
  • May 15 annually thereafter: Ongoing benchmarking submissions
  • Third-party data verification by qualified professionals (PE, RA, CEM, BEAP, or EMP) that is not associated with the building owner required beginning with the 2026 submission

Building Performance Targets

Covered buildings subject to performance standards must meet progressively stricter targets over time:

  • May 15, 2028: First Interim Performance Target (based on 2027 performance)
  • May 15, 2032: Second Interim Performance Target
  • May 15, 2036: Final Performance Standard [weho.org]

Each performance target will be either a Site Energy Use Intensity (EUI) and/or Greenhouse Gas Emissions Intensity (GHGI) that is based on property type. Targets will be published by the city in the Finalize Performance Standards.

Alternative Compliance Pathway

Buildings unable to meet the first or second interim target may be eligible to submit a Building Performance Action Plan (BPAP) that outlines planned improvements, implementation timelines, and supporting technical documentation. This pathway is available for interim milestones but not for final compliance in 2036.

West Hollywood has secured funding to help support compliance, particularly for equity-eligible properties. Available programs may include:

  • Free or subsidized energy audits
  • Retro-commissioning support
  • Technical consulting for energy upgrades
  • Assistance with Building Performance Action Plans
  • Direct installation of select energy-efficiency and electrification measures
