Summary

Northern Virginia Soil and Water Conservation District (NVSWCD) offers Conservation Assistance Programs (CAP) which provides financial incentives for individual property owners, civic/homeowners associations or places of worship in Fairfax county, and contractors and landscape professionals. Each of these groups have separate CAP programs.

Virginia Conservation Assistance Program for Individual Property Owners (VCAP):

Eligibility:

  • Property owners in Fairfax County, City of Alexandria and City of Fairfax who are experiencing detrimental impacts from storm water.
  • Property is not addressing any storm water management requirements imposed by the jurisdiction in which the property is located
  • New construction has a waiting period before becoming eligible.
  • The owner will agree to maintain any installed practices for ten years.

  • Impervious surface removal
  • Conservation landscaping
  • Rain gardens
  • Dry wells
  • Bioretention
  • Infiltration
  • Constructed wetlands
  • Living shorelines
  • Green roofs
  • Rainwater harvesting
  • Permeable pavement
  • Vegetated storm water conveyances

Conservation Assistance Program for Civic/Homeowner's Associations and Places of Worship (CAP):

Qualifications/Eligibility:

  • The civic/homeowner’s association or place of worship is located in Fairfax County (includes Town of Herndon and Town of Vienna).
  • Practices will be installed on community or place of worship property.
  • The community has approved participation and 50% match for energy projects.

Projects:

CAP-ENERGY: 50% up to $5,000 for most projects, $750 for audits

  • Energy Audits
  • LED Lightbulb Conversion
  • Building Sealing & Caulking
  • Insulation
  • Energy Star Appliances
  • Solar Panels
  • Window Replacements

CAP-WATER: Most practices are eligible for 80% cost-share and some practices provide a flat incentive payment up to the installation cost.

CAP/VCAP Information For Landscape Professionals:

This program offers professional training to landscapers then puts them on a list of professionals that will be distributed to CAP/VCAP participants in Fairfax County, City of Fairfax, and City of Alexandria
