Summary

The Green Transportation Capital grant provides funding to transit agencies for cost-effective capital projects that reduce the carbon intensity of Washington’s transportation system. Any transit agency in Washington is eligible to apply, including city transit systems, county public transportation authorities, metropolitan municipal corporation transit systems, public transportation benefit areas, unincorporated transportation benefit areas, regional transit authorities, and special purpose districts formed to operate a public transportation system. Awardees are selected through a competitive process and must provide matching funds of at least 20% of the total cost of the project.

Eligible projects include electrification of vehicle fleets, including battery and fuel cell operated vehicles; updating or modifying facilities for fleet electrification and/or hydrogen refueling infrastructure; new facilities that directly and primarily support fleet electrification; construction of charging and fueling stations; necessary upgrades to the electrical transmission and distribution systems; etc. 

During the 2021-2023 biennium, up to 20% of the total program funding may be used for zero emissions capital transition planning projects. This percentage decreased to 10% during the 2023-2025 biennium. Also during the 2023-2025 time period, principles must be incorporated into the grant selection process with the goal of increasing funding distribution to communities based on addressing environmental harms and providing environmental benefits for overburdened communities and vulnerable populations.
