Summary

The New York Truck Voucher Incentive Program, administered by NYSERDA, helps to make it easier for bus fleets to adopt clean vehicle technology. This program provides vouchers or discounts to commercial, non-profit, or public fleets across the state who purchase or lease medium- and heavy-duty zero-emission battery electric (BEV) or hydrogen fuel cell electric (FCEV) vehicles. Vehicles eligible for this program include Class 3-8 Battery BEV and Class 4-8 FCEV. The program previously included incentives for CNG, propane, and hybrid vehicles but discontinued this offering in December 2022.

Voucher amounts are based on a percentage of the vehicle's incremental cost, which is the difference between the ZEV and a comparable diesel vehicle. Vouchers for individual vehicles are limited to the applicable percentage of the incremental cost and no purchaser may receive more than 25% of the total available funds under each of the funding categories (Table 1). To ensure the program results in material and verifiable emissions reductions, the program requires that voucher-supported vehicle purchases at certain incentive levels be accompanied by a corresponding scrappage of a vehicle with a diesel engine. 

*As of May 27, 2022, NYSERDA will only accept applications for Class 4-8 trucks, transit buses, paratransit shuttle buses, school buses, and port cargo handling equipment that are accompanied by the scrappage of a qualifying pre-2009 vehicle. Voucher applications for transit buses and paratransit must be submitted before August 18, 2024.

Current Voucher amounts and Caps for All Vehicle Types:

On-Road Trucks (BEV/FCEV): $100,000 - $185,000, incremental cost of 95%

Transit Buses (BEV/FCEV): $100,000 - $385,000, incremental cost of 100%

Paratransit Buses (BEV/FCEV): $100,000 - 150,000, incremental cost of 100%

School Buses (EV): $100,000 - $220,000, incremental cost of 100%

Port Cargo Handling Equipment (New BEV): $170,000, incremental cost of 90%
