New Jersey Clean Energy Program (NJCEP)

The Local Government Energy Audit program provides free energy audit for government, public, and non-profit buildings. The program is administered by the NJ Board of Public Utilities and managed by TRC Energy Solutions.
The program is targeted towards buildings owned by local governments, New Jersey State Colleges and Universities, and 501 (c)(3) non-profit agencies. The buildings may include, but not limited to offices, courtrooms, town halls, police and fire stations, sanitation buildings, schools and community centers.
The building or the facility must be located within the service territory of the State’s regulated utilities that collect the Societal Benefit Charge, which include Atlantic City Electric, Jersey Central Power & Light, Rockland Electric Company, New Jersey Natural Gas, Elizabethtown Gas, PSE&G, and South Jersey Gas.
In order to participate, local governments and agencies must pass a resolution enabling submittal of the program application. Sample resolution letters, application documents are included in the program guidelines available in the program website. The proposals include the building type, square fottage, and energy usage information of each building to be audited. After approval from TRC, the applicant must submit RFP to all of the pre-qualified energy auditing firms. The payment for the audit can be made directly to the audting firm or to the applicant. Maximum incentive amount is limited to $100,000 per entity per year.
