Annual LA EBEWE Benchmarking Requirement:

  • All buildings 50,000 sq. ft. and over are currently due
  • All buildings 20,000 sq. ft. and over are due June 1, 2019
  • All City Owned Buildings 7,500 sq. ft. and over

Compliance for buildings 100,000+ sq ft was December 1, 2017. With compliance for 50,000+ sq ft being June 1, 2018.

LA EBEWE Energy and Water Efficiency Audits with Retro-Commissioning Requirement РEvery 5 Years

The LA EBEWE Energy and Water Efficiency Audits with Retro-Commissioning requirement starts in the year 2020 with deadlines due based upon the last digit of the property’s AIN number.

  • Starting 2020, all buildings 20,000 sq. ft. and over

All pathways must be completed and/or certified by a California licensed architect or engineer.


Simple buildings without central cooling may perform retrofits to meet Prescriptive Path.


Penalties and Fees

Failure to comply with ANY portion of LA EBEWE may result in:

  • compounding penalty fees
  • applied interest
  • a lien placed on delinquent properties
