Prop 39 Overview
California schools have been allocated funds from voter-approved Proposition 39 (passed in 2012) to make energy efficiency improvements and complete renewable energy projects. In order to receive this funding, local educational agencies are required to create and submit an Energy Expenditure Plan to the Energy Commission for consideration and approval. Proposition 39 funding is only released after the Energy Commission approves an Energy Expenditure Plan.
An Energy Expenditure Plan requires conducting benchmarking, ASHRAE level energy audits, and/or energy surveys–these comprise of Partner Energy’s core services. We understand Proposition 39 and how to comply with the CEC’s adopted Project Implementation Guidelines in order to produce and implement an Energy Expenditure Plan on-time and on-budget. Partner Energy’s qualifications for providing Proposition 39 energy planning services are:
Prop 39 Knowledge
From tax credits, to AB 1103, to Prop 39, our company has a vast energy compliance background. Our staff has consulted Senator De Leon’s office and with the State Superintendent’s Office, Tom Torlakson since before Proposition 39 was placed on the ballot.
Energy Efficiency Experts
We are pre-approved technical service providers for more than a dozen energy efficiency utility incentive programs. In order to be selected as a technical service provider, we passed a rigorous RFP process and performed energy audits and feasibility studies for building owners, utilizing the very strict ASHRAE level energy audit protocol.
Project Financing Specialists
We help our clients capitalize their projects through various loan programs or financing programs, including SBA loans, loans, tax credits, bonds, grants, property assessed clean energy financing (PACE), renewable energy credits, and energy efficiency and sustainability rebates and incentives.
Partner Energy acts as a technical and administrative resource, not only during the application phase of Proposition 39, but also during the program design, project implementation, and post-construction phase.
