In November of 2007, California passed Assembly Bill 1103 which requires that all commercial building owners disclose their building’s Energy Star Portfolio Manager rating during any sale, lending, or leasing transaction. In 2010, all non-residential owners will need to enroll in the EPA’s Portfolio Manager and obtain an energy efficiency rating for the buildings. Energy Star ratings are from 1 to 100. Buildings that are certified by a professional engineer to have a score of 75 or greater and meet certain environmental requirements are eligible for the Energy Star Label.
