About Partner Energy
Partner Energy was founded by real estate industry professionals who are also engineers. They saw a need arise for energy efficiency consulting services due to the onset of new and complex building efficiency and disclosure laws, rising energy costs, and the realization of global warming due to greenhouse gas emissions and started Partner Energy.

Our experience advising commercial real estate investors/owners and our engineering background give us a unique perspective into the motivations and goals of our customers, real estate owners and users looking for ways to reduce operating expenses through energy efficiency. At Partner Energy, we understand that energy and greenhouse gas emission reduction is only half of the equation. The measures we recommend and implement also have quantifiable and achievable cost savings, payback periods, and IRR.

Executive Team
Tony Liou
Principal Engineer, President

As Principal Engineer and President, Tony is responsible for all operations and sales for Partner Energy. Tony began his career as an Aerospace Engineer with Northrop Grumman. He later worked for Siemens Building Technologies where he was responsible for customer acquisitions, engineering design, and estimating for building automation and controls,
fire-life safety and security systems. After graduating from business school, Tony worked as a Senior Associate Director for a private equity firm in Los Angeles, CA. Prior to founding Partner Energy, Tony Liou was a sales and marketing manager for a local energy services company.
Tony holds a BS in mechanical engineering from Cornell University where he graduated cum laude and a MBA from the Marshall School of Business at the University of Southern California.

Energy Director
As Energy Director, Amy is responsible for helping Partner Energy’s clients understand how energy management can help their respective business’ achieve its financial and environmental goals/objectives. Amy began her career as a Program Analyst for the California YH Corporation where she developed and implemented the customized database-driven Apparel Manufacturing, Purchasing and Cost system. Later Amy worked as the Vice President of a green building and energy company where she was responsible for managing and tracking programs for sustainability, energy efficiency, performing project assessments and recommending products/technologies integrations for multi-families and high-end residential projects.
Amy holds a BS in Mathematics Applied Science from the University of California Los Angeles and a Masters in Interior Architectural Design from SMC.
Joe Derhake, PE

As a Principal Engineer, Joe provides strategic guidance and support for Partner Energy operations and sales. Joe is the president and founder of Partner Engineering and Science, a national firm that provides environmental and engineering services ranging from Phase I ESAs to Property Condition Assessments to Subsurface Testing to Litigation Support. In 2009, Partner Engineering and Science acquired the assets of Land America Assessment Corporation. Previous to founding Partner Engineering and Science, Joe was a principal with AEI Consultants where his was instrumental in growing the sales and operations of the firm during his thirteen year tenure.
Joe holds a BS in civil engineering from Michigan State University and a MBA from the Marshall School of Business at the University of Southern California. Joe is a registered professional civil engineer in the states of California, Arizona, and Tennessee.

John R. Aulbach, PE, CEM
Senior Energy Engineer
Mr. John R Aulbach P.E., C.E.M. has more than 30 years of experience in engineering design and project management. John specializes in energy retrofit projects and his previous clients include: government facilities, military bases, colleges, school districts, mixed- use high rise, and the hospitality industry. He has worked under the U.S. Department of Defense (DOD) and Department of Energy (DOE) Super Energy Savings Performance (Super ESPC) contracts. John Aulbach was a Member of the Professional Advisory Group representing the California Hotel and Motel Association in formulation of 1988 and 1992 California Title 24 Energy Code.
William Shoard, PE, LEED AP
Senior Energy Engineer
Mr. William Shoard P.E. has more than 15 years of experience performing energy audits, designing retro-commissioning programs and project management. Will has carried out sustainability assessments of buildings using LEED. He has managed multi-disciplinary design teams producing MEP designs for various commercial, leisure, government and healthcare facilities. He has conducted thermal analysis of low energy buildings using state-of-the-art computer simulation software (TAS and DOE 2.1E). Will Shoard is a former member of the Emirates Green Building Council and has conducted a series of seminars on building simulation technology on behalf of the Institute of Engineers Australia at conferences in state capitals around Australia.
John Rockwell
Project Manager
Mr. John Rockwell is responsible for managing Partner Energy’s Small Business Association (SBA) 504 energy loan approval program and the Environmental Protection Agency (EPA) ENERGY STAR Portfolio Manager Rating program. In addition, he manages energy audits and client relationships. Mr. Rockwell has worked in the Project Management industry for over five years. Prior to joining Partner Energy, he was an asset and project manager at a national private equity investment firm in West Los Angeles where he worked with distressed debt and equity real estate portfolios. Mr. Rockwell started in asset management with a private equity real estate firm in Los Angeles where he was responsible for managing a portfolio of over $50 million in real estate equity developments and dispositions.
Jason Mandler
Business Developement Manager
Mr. Jason Mandler is the Business Development Manager at Partner Energy and his diverse 15 year business background includes over 10 years experience in the real estate industry. Mr. Mandler helps pension fund advisors and real estate owners discover hidden annuities in their own buildings through energy efficiency studies and remedies. By decreasing a property’s energy costs, NOI is increased and correspondingly property value increases.
Prior to joining Partner Energy, Mr. Mandler was responsible for sourcing, underwriting and the due diligence of equity and debt investments for SD Ira Corp. as well as overseeing investor and client relations. Immediately prior to SD Ira Corp, Mr. Mandler headed up his own real estate consulting business. Jason was an Assistant Vice President with Buchanan Street Partners and was responsible for the underwriting and execution of new investment opportunities in Buchanan’s equity funds in addition to managing assigned assets. Prior to Buchanan Street Partners, he was with RREEF/Deutsche Bank Real Estate where he was involved with the acquisition, portfolio management and disposition of over $800 million of assets. He started his real estate career at Apollo Real Estate Advisors where he was involved with client relations and capital fundraising. Additional endeavors include several years with an engineering firm and co-owning and operating a construction company.
Mr. Mandler is involved with many real estate organizations, including National Association of Office and Industrial Properties, National Association of Real Estate Investment Trusts, Pension Real Estate Association, Urban Land Institute, and CoreNet Global. Mr. Mandler holds a degree in Engineering from the University of Minnesota and an MBA from Kellogg Graduate School of Management at Northwestern University.
